Add Ondrej PHP repository (multi-version PHP)

Adds the popular PPA that provides current and legacy PHP versions on Ubuntu.

Adds Ondrej Sury's PPA, the de-facto standard source for multiple PHP versions on Ubuntu. Without this, apt only offers the single PHP version bundled with your Ubuntu release.

When you need this: Before installing PHP on Ubuntu when you need PHP 8.x or need multiple PHP versions.
