Set Laravel Storage Permissions

Sets the correct ownership and permissions for Laravel storage and bootstrap/cache directories. Laravel must be able to write to these directories or it will throw 500 errors.

When you need this: After deployment or when Laravel throws "failed to open stream: Permission denied" errors.
